Should we put the equivalent to 'Just Talk' at the top, and the ones that are basically about TOS and board mechanics down by the 'Site Room' type section?

I see the positives of both, you want people to see what will interest them at the top. However the first thing people should read are the TOS. As such, put me in the solid maybe column. |

Well the rules should probably stay at the top unless we can change forum order used on guest and registered (or post-junior member) privledges. However, "Community Suggestions", could do by the "Correctional verdicts" section. It seems more intuitive regarding navigation and would be less public- which can be a good thing if there's a good debate going.

No. I want those debates to be out in the open. I want guests to see that we discuss things with our members and sometimes (dis)agree.
